Interoperability in the Western Balkans

About the project
Transport Community, an organization working to prepare the integration of the Western Balkan transport markets into the EU, is commissioning the 4icom Group to carry out a study entitled "Baseline Assessment and financial implication to e-tolling interoperability in Western Balkans" in 2022.
The aim of the study is to assess the current state of e-tolling in the Western Balkans, and to evaluate the feasibility of setting up an interoperable system between the six regional partners: Albania, Bosnia-Herzegovina, Kosovo, Northern Macedonia, Montenegro and Serbia.

4icom's mission is to :
- Analyze and evaluate toll systems (especially electronic toll systems) currently in operation in the various countries of the Western Balkans.
- Develop a gap analysis in relation to the requirements of European directives linked to the implementation of interoperability of electronic toll systems.
Recommendations phase
Kuillet 2022 - October 2022
- Highlight the main impacts of electronic toll collection interoperability on the road network, as well as the impact linked to the type of system deployed (conventional toll plaza or free-flow).
- Draw up a multidimensional analysis of the costs and benefits of implementing an interoperable system
- Propose a roadmap to interoperability
